Are you sure ? In Europe at least you pay tarif directly to the vendor and he pay the tariff for you when sending the package. That seem a normal thing for expedition. Is it not because nobody know which tariff apply to which goods or countries ? Édit : I was wrong. Packages under 800$ were exempt of tarif so post office and sellers never put a tarif system
